Except my graphics drivers are not compatible with Windows 7. So i decided to downgrade to windows 7 knowing the consequences, i had my usb 3.0 and wifi drivers on a CD so everything worked fine.

I don't think if there are another way to resolve this issue, just do a rollback into 1809 and reinstall the software driver, attempting that the Nvidea constructor publish new version compatible with Windows 10 1903.

I'm on 8.10 Ibex and I tried to install the nvidia driver (through hardware manager & through Synaptic). Driver version rollbacks are quite common (and not just with regard to SketchUp.) We’ve recommended driver rollbacks many times here in this forum, sometimes in regard to 3rd party rendering applications. The fact that I have to revert to an older version of my graphics or disable even a basic driver to run sketchup is pretty sad.
